But the cause will impact which part of the brain is affected. If it was caused by a lack of oxygen, it normally affects the entire brain, affecting the upper and lower extremities. Cerebral palsy can affect the child in many different ways and sometimes it may not be diagnosed until the child is older. Thus a child can be born with cerebral palsy but the disease is only recognized as the child gets older and the voluntary movements begin to happen.
